this looks like tagalog/illocano or another pacific languaage, like many languages english is being mixed in... i see no fail here except on uploader's part

person one asks for a tool/a line of code; to convert seconds to hours and reverse using visual basics. though it's commonly known to low lvl programmers that to build a simple clock one does only need multiply the actually sequence of time according to what degree needed, for example 30 seconds = 0.5 minutes. etc etc.

the guy in a diffrent language is talking about visual basics 6.0 (in his name thing "vbs 6.0") And the guy in english failed because he couldn't understand that the diffrent language guy was basically saying the same thing, he tried (english) to act smart and top what the other guy was saying, by saying the same thing.
